Moses Jakob Vogel was born in Starunja, which has belonged to the Habsburg Crown Land of Galicia since the Polish partition of 1772 and is now part of Ukraine. He was the son of the merchant Elkon Chaim Vogel (Stanisławów).

Following his attendance at the Gymnasium in Stanisławów, Moses Jakob enrolled at the University for World Trade for the diploma program. He was only registered in the winter semester of 1937/38. After the subsequent invasion of the German Wehrmacht into Austria (March 12, 1938), the Jewish student had to leave the university. He gave up the apartment at Ybbsstraße 27/15, where he had been registered since January 16, 1938, on March 25, 1938, to return to Starunja. His further fate is unknown.
